The aim of the 18th annual conference of the International Emergency Management Society is to improve preparedness and mitigation, to prevent disasters and to ensure that the response and recovery is appropriate, consistent and uses the best available techniques.
 

In recent years, emergency situations caused by natural and technical disasters, especially earthquakes, have required a high level of disaster management and crossborder cooperation. The global change of economic development, the transformation of government services, the conflict of diverse social groups and the rapid progress of modern science and technologies, have resulted in the increasing occurrence and complexity of man-made calamities. This change poses a major threat to the public security of developed and developing countries. All countries around the world should work together to introduce new technologies, and create new research methodologies for high level emergency management.
