UN-SPIDER and the Federal University of Santa Maria of Brazil (a UN-SPIDER regional support office) conducted three webinars for staff at the National Institute for Disaster Management, the National Meteorological Institute, the Regional Water Administration Authorities, the Ministry of Public Works, Housing and Water Resources, the Mozambique Red Cross and universities in order to raise awareness of the applications of novel satellite technologies and products to monitor droughts and map the geographical extent of floods. The National Institute for Disaster Management, the Regional Water Administration Authorities and the Ministry of Public Works, Housing and Water Resources gave presentations on their efforts to monitor floods and droughts; the development of an information system on arid and semi-arid areas; the use of the Africa risk capacity tool by the National Institute for Disaster Management; and efforts by the Ministry of Public Works, Housing and Water Resources to monitor droughts.

UN-SPIDER, together with the National Institute for Disaster Management, the National Meteorological Institute and other institutions, including universities, discussed the establishment of a technical, inter-institutional team that would focus on the generation of geospatial information to support disaster management using geographical information systems and Earth observation applications.

A briefing session was held with the newly established National Disaster Risk Reduction and Management Authority. The discussion between the Authority and the Resident Coordinator’s Office enhanced cooperation in Nepal and paved the way for the provision of increased support to the country in 2021.

The UN-SPIDER programme is providing remote technical advisory support to countries upon their demand. This typically consists of webinars, online trainings and the provision of information products, such as maps, which are created using UN-SPIDER Recommended Practices.

National Office for Civil Protection of Tunisia

The National Office for Civil Protection (ONPC) under the Ministry of Interior of Tunisia is responsible for protecting people’s lives and properties against different disasters and threats. Its mandate includes response activities, overseeing operations of the National School of Civil Protection, as well as supervision and control of fire prevention and self-protection in facilities. ONCP also participates in the preparation of the national plan for disaster fighting, prevention and rescue organisation.

UN-SPIDER carries out Institutional Strengthening Mission to Nepal

Mission team and counterparts during the Institutional Strengthening Mission to Nepal in December 2018.

As part of the technical advisory support it provides to countries worldwide, UN-SPIDER carried out an Institutional Strengthening Mission to Nepal from 17 to 21 December 2018 upon the request of the government.

The United Nations Platform for Space-based Information for Disaster Management and Emergency Response (UN-SPIDER), a programme implemented by the United Nations Office for Outer Space Affairs (UNOOSA), assists developing countries in using space-based information in the full disaster management cycle. While doing so, it has supported United Nations Members States in implementing the “Hyogo Framework for Action 2005: Building the Resilience of Nations and Communities to Disasters” by engaging with their national disaster management agencies and other partners.

The mission team conducted in-depth discussions with four ministers and three vice-ministers (Science and Technology, Natural Resources and Environment, Agriculture and Forestry, Public Work and Transports, Health, Public Security, Education and Sports) and several other organisations (National Disaster Prevention and Control Committee, Natural Resources and Environment Institute, Natural Resources and Environment Data Center, Agriculture Statistics Center, Department of Meteorology and Hydrology, Forest Resources Information Centre, Ministry of Labor and Social Welfare, National Geographic Department and Lao Decide Info. The mission team also visited the UN Resident Coordinators and officials of UN agencies involved in disaster risk reduction.

On the fourth day of the mission, the national workshop on “Improving Disaster Management and Emergency Response Using Space-based Information” was organized, which was inaugurated by the Vice Minister of Science and Technology and attended by about 60 participants.

The mission team provided briefing to the high level officials of the MOST and the MONRE on the fifth day of the mission. The participants have done in-depth observations of the current state of use of earth observation and geospatial information in Lao PDR by all stakeholders of disaster management, and understood the challenges and constraints the country is facing to make effective use of these technologies in disaster management. The report of the TAM, containing the assessment, recommendations and actions will be submitted to the Government within two months and UN-SPIDER, along with its partners, will engage with the Government of Lao PDR to facilitate implementation of these recommendations.

The mission team was comprised of nine experts from UN-SPIDER and other organizations, namely the Pacific Disaster Center (PDC), University of Georgia, Delta State University, United Nations Office for Coordination of Humanitarian Affairs (OCHA), Asian Disaster Preparedness Centre, National Disaster Reduction Centre of China and International Water Management Institute.

 

UNOOSA/UN-SPIDER strengthens cooperation with United Arab Emirates

UNOOSA director Simonetta di Pippo and UN-SPIDER coordinator Luc St-Pierre visited the Ministry of Interior of the United Arab Emirates

The Director of the United Nations Office for Outer Space Affairs (UNOOSA), Ms Simonetta Di Pippo, and UN-SPIDER Coordinator Luc St-Pierre, visited the Ministry of Interior of the United Arab Emirates on 12 and 13 January 2015 to increase cooperation on technical capacity building on the use of space technologies for disaster risk reduction. The use of space technologies for disaster risk reduction is imperative for a country such as the Emirates.

UN-SPIDER strengthens Universal Access to the International Charter: Space and Major Disasters

On 16 October, Luc St-Pierre, Coordinator of UN-SPIDER, presented via teleconference the 2014 report of activities of UNOOSA in support to the International Charter: Space and Major Disaster (International Charter) during the Charter Board Meeting in Incheon, Republic of Korea. The report highlighted the actions taken by UNOOSA and UN-SPIDER in promoting the Charter's Universal Access initiative, started in September 2012.
