In 2006, the former Platform for the Promotion of Early Warning set up by the former International Strategy for Disaster Reduction (PPEW) introduced the notion of people-centred, efficient early warning systems, and defined four elements of people-centred early warning.30 Figure 2.2 presents these four elements proposed by PPEW to be considered in the design and operation of people-centred early warning systems. When taken into consideration, these four elements allow for the transformation of any technical early warning system into a people-centred system.
