Three key research centers and a consortium of Internet companies said on Thursday they would work together on a European cloud computing platform to handle the continent's rapidly growing demand for computer capacity.

A statement from CERN, the Geneva-based particle physics organization, said the platform -- dubbed "Helix Nebula-the Science Cloud" -- would be made available to government bodies and industry after a two-year pilot phase. Also participating in the program are the European Space Agency (ESA) and the German-based European Molecular Biology Laboratory (EMBL), which like CERN are gathering vast volumes of information that cannot presently be processed. The 13 information technology providers involved include French-based Atos, Paris-based Cap Gemini, UK-based Logica, French-based Orange Business Services, Spain's Telefonica and French-based Thales, the statement said. "This pan-European partnership across academia and industry ...…

An international information system designed to improve and expand the exchange of data on weather, climate and water will help boost food security around the world, according to the World Meteorological Organization (WMO). The UN agency, which launched the system last month (31 January), said it would improve access to meteorological observations and products for stakeholders including the research and disaster risk reduction sectors. David Thomas, chief of the WMO's information and telecommunication system division, told SciDev.Net that the system could bolster food security because crop yield and agriculture depend on variations in the weather, seasons and climate. The WMO can provide many useful services to decision-makers, he said. "For instance, seasonal predictions and climate outlooks are powerful tools for knowing what crops or agriculture will be more likely to be productive, while routine weather forecasts and mid-range outlooks can have strong impacts on harvesting…

Radio frequencies which are vital for weather forecasts, disaster warnings and climate monitoring will remain available to the meteorological community and protected from interference from other applications thanks to decisions taken by the World Radiocommunication Conference 2012 (WRC-12). The World Meteorological Organization today welcomed the outcome of WRC-12 and said it would safeguard the use of radio frequency spectrum which are needed to observe and understand our Earth, atmosphere and oceans and to reduce the risk of weather, climate and water-related disasters. WRC-12 reinforced the commitment of previous World Radiocommunication Conferences to the special needs of meteorological and hydrological services, despite competing pressure for scarce radio frequencies from wireless technology and other uses.

"New applications for radio waves are being continuously developed, which means that more and more has to be squeezed into the available radio spectrum,”…

The United Nations launched today an information system to improve and expand the exchange of weather, climate and water data, which can be used for disaster risk reduction, water management, food security and health purposes. The World Meteorological Organization (WMO) Information System will facilitate access to meteorological observations and products, making it easy to share them with a wide variety of stakeholders. According to WMO, this will translate into free and more efficient climate services for various sectors including disaster risk reduction, which relies on this type of data for many of its operations. “The WMO Information System is the pillar of our strategy for managing and moving weather, climate and water information in the 21st century,” said WMO Secretary-General Michel Jarraud. “It will reduce the costs of information exchange incurred by national meteorological and hydrological services and maximize exploitation of advances in communications technology,” he… more

The Global Platform for Disaster Risk Reduction (GP) is the global forum where participants take stock of progress, share new knowledge, exchange best practice and discuss the latest developments and trends in reducing disaster risk.

The UN General Assembly recognizes the Global Platform for Disaster Risk Reduction as a critical mechanism to review progress on the implementation of the Sendai Framework for Disaster Risk Reduction. At the Platform, governments, the UN system and all stakeholders get together to identify ways to further accelerate the implementation of the Sendai Framework. Since 2007, seven sessions of the Global Platforms have taken place. The outcomes are recognized by the General Assembly and the Economic and Social Council as a contribution to the deliberations of the High-Level Political Forum on Sustainable Development (HLPF) and thus, contributing to risk-informed implementation and monitoring of the 2030 Agenda for Sustainable Development.

The Sendai Framework for Disaster Risk Reduction 2015-20301 was adopted by 187 United Nations (UN) Member States on 18 March 2015, at the Fourth UN World Conference on Disaster Risk Reduction (WCDRR) in Sendai, Japan, and endorsed by the UN General Assembly in June 2015, with the expected outcome of a “substantial reduction of disaster risk and losses in lives, livelihoods and health and in the economic, physical, social, cultural and environmental assets of persons, businesses, communities and countries” over the following 15 years.

During the negotiations, countries and partners highlighted the need to:

  1. Continue to invest in, develop, maintain and strengthen people-centred, end-to-end early warning systems
  2. Promote the application of simple and low cost early warning equipment and facilities
  3. Broaden the dissemination channels for early warning information to facilitate early action

Countries also called for the further development of…

On 26 December 2004, an earthquake in the Indian Ocean caused a devastating tsunami that killed around 230,000 people in 14 countries. It remains one of the deadliest disasters in recent human history.

The people who lived through this tragedy are forever changed by it. That is why this year, World Tsunami Awareness Day (WTAD) is honouring the memory of the Indian Ocean Tsunami on its 20th anniversary and highlighting major advances on protecting people since.

This exhibition tells the powerful accounts of tsunami survivors alongside contemporary artworks that capture the sea change of perspective that the aftermath brought, with unprecedented global collaboration on disaster resilience. Everyone must be tsunami ready - recognise the warning signs, be protected by early warning systems and be able to act quickly and get to high ground. We must have resilient infrastructure so livelihoods are not destroyed and build back better when tsunamis hit.

Tsunamis are rare…

The increasing number and intensity of natural disasters in the past few years have had severe consequences in terms of human lives that were impacted, but also in terms of structural damage and economic losses. In years to come, extreme events will no longer be exceptions; therefore, it is essential for sovereign territories in the Caribbean region to strengthen both their preparedness and response capacities to efficiently cope with future disaster events.

Geospatial information technology including satellite imagery analysis and data visualization play a vital role in understanding the geographic extent and severity of catastrophic events. Nevertheless, the ability of national and regional authorities as well as disaster management experts to seamlessly collect, integrate, analyze and distribute geospatial information in a comprehensible format to support evidence-based decision making remains a challenge that needs to be addressed with ad-hoc training and capacity…
